To His Excellency Horatio Sharpe, Esq; Governor and Commander
in Chief, in and over the Province of Maryland. [April 24, 1762]

The Humble Address of the Upper House of Assembly.
May it please your Excellency, That you may be able to judge
of the present Disposition of the Majority of those who have been
chosen, by the people of this Province, to represent them in Assembly,
or rather, of the few Gentlemen, by whose Opinion that Majority
seems to be directed, and that you may know how little Probability
there is, of the Business being done, for which the Assembly was,
at this Time convened, we take the Liberty to present to your Ex-
cellency, a Copy of a Message, which was brought us the 16th of
this Month, from the Lower House [The message which begins thus
is also printed in full in the Upper House journal, pp. 41-46. ]

An Act for granting a Supply of Forty Five Thousand Pounds for
his Majesty's Service, and for defraying the Expenses heretofore
incurred for the Defence and Security of the Frontier Inhabitants
of this Province, and for other Purposes therein mentioned; and
for raising the same by an equal Assessment upon all Estates, real
and personal, and lucrative Offices and Employments.

We, his Majesty's most dutiful and loyal Subjects, the Representa-
tives of the Freeman of the Province of Maryland, in Assembly con-
vened, taking into our serious Consideration the Expenses necessary
for his Majesty's Service, and which have been incurred for the De-
fence and Security of the Frontier Inhabitants of this Province, have,
for those Ends and Purposes, and other good Ends and Purposes
mentioned in this Act, chearfully and unanimously Given and
Granted, and by this Act to Give and Grant for the Ends and Pur-
poses aforesaid, the several and respective Rates and Assessments
hereafter mentioned: And do humbly Pray that it may be Enacted.

II. And be it Enacted by the Right Honourable the Lord Proprie-
tary, by and with the Advice and Consent of his Lordship's Governor,
and the Upper and Lower Houses of Assembly, and the Authority
of the same, That Bills of Credit to the Value of Forty Five Thou-
sand Pounds Current Money of America, according to an Act of
Parliament made in the Sixth Year of the Reign of the late Queen
Anne, for ascertaining the Rates of foreign Coins in the Plantations,
shall be Printed, Stamped and Struck off, with all convenient Speed,
on good Single Paper, under the Care and Directions of the Commis-
sioners or Trustees for emitting the Bills of Credit established by Act
of Assembly, for the Time being, in Manner and Form following:
