that you were so restricted that you coud not with prudence, and the
Obedience you Owed to his Majesty & the Lord Proprietary, give
your Assent to a New Bill which should rate the Species of Coin
mentioned in the Statute of the Sixth of Queen Anne higher than
they are by that Statute rated as a Currency, because such a Regulation
had been deemed in England to be repugnant to the said Statute.

This Seems to intimate, that your Excellency has received some
Instructions from his Majesty or his Ministers, or the Lord pro-
prietary, by which you are restrained from giving your Assent to any
Regulation of Money in the Inspection Law, now under considera-
tion, different from that Established by the said Statute for which
reason we must beg that your Excellency will be pleased to Com-
municate to this house any Instruction you may have respecting
that matter that due regard may be paid thereto in our determination
on that head
Which was read and Assented to and Signed by Order of the
house by the honble Speaker,
The house Adjourns till 2, of the Clock

The house met according to Adjournment &c.a
Ordered that Doctor Steuart & Mr Thomas do acquaint his Ex-
cellency that this house hath prepared an Address to be presented
to him and desires to know when and where he will please to receive
it they return and acquaint Mr Speaker that the Governor Signified
he would be ready to receive the Address in half an hour in the Con-
ference Chamber.
Ordered that Col.o Loyd & five more do present the Address.
Mr Ringgold brings in & delivers to Mr Speaker a bill Entd an
Act for the more Effectual Securing of Orphans Estates which was
read the first time and Ordered to lye on the Table.
Mr Ringgold brings in and delivers to Mr Speaker a bill Entd an
Additional Supplementary Act to the Act Entd an Act for quieting
possessions Enrolling Conveyances and Securing the Estates of pur-
chasers.

The Governor communicated to Mr Speaker the following Message

Gentlemen of the Lower house of Assembly
In Answer to the Address you have this day been pleased to present
to me, I must inform you, as I did the Gentlemen of the Upper house,
that I am by the Kings Instruction required to pay Strict Obedience
to the Statute, which was made in the Sixth year of the Reign of
Queen Anne for Ascertaining the Rates of foreign Coins in these
