for preventing frauds in his Majestys Customs, and for the limitation
of Officers fees: We cannot agree to continue that Act as it now
Stands and have therefore returned the Bill sent us for a Continuance
thereof with a Negative, but if it be agreeable to you, we are willing
to nominate some members of this house, to Confer with such as
you may appoint to consider what alterations or amendments it may
be expedient to make in that Law now in force so that a new Bill may
be thereupon framed,

The house met according to Adjournment &c.a
Upon consideration of the Message of yesterday from the Upper
house by Benedict Calvert Esq.r It is unanimously Resolved that a
Message be prepared and Sent to the Upper house in answer thereto,
Ordered that Col.o Tilghman Mr James Tilghman M.r J. Hall Mr
Hammond Mr Johnson & Mr Murdock do prepare and bring in the
same.
The following Message (Vizt)
By the Lower house of Assembly 13,th Oct.r 1763
May it please your Honours,
In Answer to your Message of yesterday, attending your Negative
to our Bill for continuing the Act, Ent.d An Act for amending the
Staple of Tobacco, for preventing frauds in his Majestys Customs,
and for the limitation of Officers frees, we beg leave to inform you
that we do not chuse to enter into a Conference upon the General
Subject of a new Inspection Law, as you seem to desire, some of your
Amendments & Alterations, when proposed, we may possibly incline
to come into otherwise may resolve totally to reject, and others to
debate upon, so that it appears to us a more eligible method of pro-
ceeding, for your honours to point out by way of Message, the
Alterations & amendments you think expedient, which may probably
either make a Conference unnecessary, or reduce the Subject of it to
a few explicit Points, and of Course render the Debates upon the
point of Difference more short and easy, We would therefore request
your Honours to make us acquainted with the Alterations and
Amendments you incline to have made, that we may Consider of the
Expediency of Entering into a debate thereupon.
