General Smallwood to be by him expended in the recruiting service
and Accounted for. —
William Ellis who was Committed to the Goal of Harford County
by John Rumsey one of the Justices of said County on Suspicion of
being a Disaffected Emigrant from the State of Pennsylvania, hav-
ing been brought before this Board and nothing appearing against
him relative to the said Charge; Ordered that the said William Ellis
be Discharged. —

[Council to John Rumsey Esqr]

William Ellis appeared before the Board in the Custody of the
Sheriff of Harford County, on a Warrant issued by you, charging
him with being a disaffected Emigrant from the State of Pennsyl-
vania and commanding the Sheriff to convey Ellis before the Board.
As you did not send any Depositions, and having no Evidence of the
Charge brought against him, but a Petition much in his Favor, from
a Number of Inhabitants of Harford County, we were obliged to dis-
charge him.

Tuesday 19th February 1782

Commission of Letters of Marque and Reprisal issued to James
Buchanan Commander of the Ship Venus, three hundred Tons bur-
then, navigated by seventy men, mounting sixteen Carriage Guns
belonging to Archibald Buchanan and others of Baltimore. —
James Taylor a Draught from Capt John Gardners Company in
the 12th Battalion of Charles County discharged and his pay to be
settled to the 10th December last. —
Ordered that the western shore Treasurer pay to Lieut Walter
Dyer thirty pounds of the Bills emitted under the Act for the Emis-
sion of Bills of Credit &ca on Account.
That the said Treasurer pay to Colo John H Stone for the use of
Joseph Ford seventy nine pounds, four shillings for a Certificate
issued agreeable to the Act to adjust the Debts due from this State
and also fifty three pounds, ten shillings and eight pence of the same
Emission due on a Certificate for a Horse adjusted and passed. —
That the said Treasurer pay to James Taylor fourteen pounds six-
teen shillings and eight pence of the same Emission for pay p Ac-
count passed. —
That the said Treasurer pay to Lewis Neth thirteen pounds two
shillings and eight pence specie agreeable to the Act to adjust the
Debts due from this State, per Certificate adjusted and passed. —
