There appears to be a considerable Balance due the State upon
your Contract and Agreement with this Board for the Exportation
of flour and Corn for the Relief of our Naval Prisoners at New
York. We have before addressed you on this Subject and requested
Payment, to which we have received no Answer. If this Application
should be neglected, our Duty will require us to lodge the Papers
with the Intendant that he may Proceed as the Law Directs
