August 4
Liber No. 78
p. 448

[Wm Paca in Council Annapolis to Samuel Chase Esqr]

Having nominated and appointed you Agent and Trustee to exe-
cute the Trust and Authority under the Act entitled an Act concern-
ing the Stock &ca you will take that Act with you and consider it as
marking out your Duty and ascertaining the Line of your Conduct.
You'll observe that the Act directs the Money to be remitted or
placed in the Hands of Bankers of the first Credit, and Reputation.
As We conceive the Intercourse between America and Europe will
soon occasion a great Demand for Bills and that a considerable Ex-
pence may be incurr'd by remitting the Money we think proper to
instruct and direct that you will place [it] in the Hands of Bankers :
you will therefore make the fullest Enquiry for Bankers of the first
Credit in London, Paris, or Amsterdam and lodge the Money in such
Proportions with them as their Ability and Circumstances shall
promise safety and Security, retaining in your Hands sufficient to
Pay the Bills directed by the Act aforesaid.
You will take particular care when depositing the Money in Bank-
ers Hands that you do it, and so describe yourself as Agent and
Trustee for the State of Maryland. —
We do not conceive that we have any Authority to make any Com-
promise with the present Trustees with regard to Claims they may
have in this State and therefore we expresly direct and instruct you
not to make any Agreement or Stipulation whatever of that Nature
or Tendency : but if Difficulties should be raised or Objections made
to a Transfer of the whole Stock and obstinately and inflexibly ad-
hered to and a Transfer of Part should be offered We direct and in-
struct you to accept of such Part as may be so offered Provided that
such Assignment and Acceptance can be effected without any preju-
dice whatever to the Right & Title of the State to the Residue of the
Bank Stock.

p. 449

You will be careful to write Us by all Opportunities and give Us
the earliest and fullest Information of all Matters respecting the
Execution of your Trust.
With Sincerest Wishes for your Health and Happiness and a suc-
cessful Execution of your Agency
We are with great Regard & respect
Your most obedt hble Servants.
