[W Paca in Council to Luke Wheeler Esqr]

We were in Hopes the Commanding Officer at New York, would
have permitted us to send in as much Tobacco as would have dis-
charged the Debt contracted by our Officers while in Captivity, but
having received no Reply to our last Letter on the Subject, we con-
clude he will not permit Tobacco alone. As we still continue very
desirous of discharging the Debt, you will be pleased to let the Com-
manding Officer or Genl Robertson know that we are willing to send
in 500 Hogsheads of Tobacco at a stipulated Price, not to be less
than 7 1/2 pr lb.; or we will send in 200 Hogsheads of Tobacco, 500
Barrels of Flour, and four thousand Bushels of Corn; and if he
consents to either of these Propositions, we request you will obtain
Flags for as many Vessels as will transport the Articles; and if your
other Engagements will permit you to remain so long, we could wish
you to transact the whole Business, provided it be agreeable to the
Gentlemen who are to furnish the Vessels. You will please to observe,
that we greatly prefer sending Tobacco alone, and we wish you not
to make the other Propositions until you are well assured that
Tobacco will not be received.
