[Wm Paca in Council to Honble Intendant]

Before we can decide on the Propriety of your making the pro-
posed Contract with Colo Rawlings, we must have a Detail of all
Circumstances which relate to it; for without, we can neither approve
disapprove, or point out Objections. The Circumstances alluded to
are the following: The present Price of Wheat and Flour in the
Upper Counties, the Probability of a Rise or Fall, the Place where
the Flour is to be delivered, who is to pay the Expence of Trans-
portation, and what it will amount to. When this Information is
communicated, we will chearfully express our Opinion. If the
Intendant is not too much engaged, an Interchange of Sentiments
in a personal Interview would be most agreeable to us.

We conceive no good Consequence can result to the State, from a
Delay of Payment of the Orders drawn on the Treasury. It was
the Idea of this Board that, where it was intended a Person should
be paid, an Order should be given, altho' there might be no Money
in the Treasury, and that such Order should be paid by the Intendant
in Specifics, if a Price could be agreed on. This Mode of doing the
Business, in most Instances, would be beneficial to the Public, as a
Creditor would generally, be willing to give the highest market Price

who now have Orders on the Treasury, paid.

We are favored with yours of this Day, and as it is of Conse-
quence that the Ship be finished by the Time agreed on, we will make
the Application you request, to Mr Rutland.

Ordered that the western shore Treasurer pay to James Brice
Esqr one hundred and eighty pounds, twelve shillings and two
pence specie for one years Interest due on sundry Certificates issued
agreeable to the Act to adjust the Debts due from this State. —
