From several Circumstances, among others, the present Scarcity
of Corn, in this State, we cannot pretend to pay the Debt in New
York, in that Al ticle, and we must therefore, for the present, decline
doing Justice to those who are entitled to it from us, unless it be
permitted us to send in Tobacco, agreeable to our first Proposition.

[Council to Colo Armand]

We have been honored with your Letter by Capt. LeBrun, and
we should be very happy was it in our Power, to grant the Permission
you request, in the fullest Latitude : but the same Objections which
operated formerly, still exist, the Officers of Maryland being yet
employed in every County of the State, in recruiting Men to fill up
the Maryland Line : and your being permitted to recruit under these
Circumstances, would only serve to enhance the Bounty given to the
Men, without adding to the Number recruited. We have no Kind of
Objection to your enlisting the German Prisoners in the State; and if
you deemed our Permission necessary for that Purpose, you will be
pleased to consider this Letter as such.

Saturday 2d November 1782

Ordered That the western shore Treasurer pay to Jethro Brown
twelve pounds, ten shillings specie agreeable to the Act to adjust the
Debts due from this State per Account passed the 1st Instant. —
That the said Treasurer pay to John Gibson Senr fifty eight
pounds, eleven shillings, and six pence and John Gibson 3d forty two
pounds, thirteen shillings and six pence specie agreeable to the Act
aforesaid per Certificate adjusted. —
That the said Treasurer pay to Capt Joseph Chapline five hundred
and twenty four pounds, four shillings and five pence half penny
agreeable to the Act aforesaid for the use of his late Company of
Select Militia per Pay rolls passed. —
That the said Treasurer pay to Ann Holston, Alice Redman and
Mary Connolly one pound two shillings and six pence each & David
Miller three pounds, twelve shillings and eight pence specie due them
per Accounts passed. —
