Act to furnish the Southern Army with twenty Dragoon Horses per
Account passed. —
That the said Treasurer pay to Colo William Fitzhugh six Pounds
and to Patrick Macgill sixty Pounds specie, agreeable to the "Act to
adjust the Debts due from the State " per Accots passed. —
That the said Treasurer pay to Captain Walker Muse twenty six
Pounds five shillings — Ensign Henry Chapman twenty five Pounds
nineteen shillings — Lieut Walter Dyer thirteen pounds, five shillings
and six Pence — Lieut Robert Halkerston six Pounds, eleven shillings
and three Pence — Capt William Bruce thirty Pounds, four shillings
and Ensign Edward Hamilton seventeen Pounds, eighteen shillings
and six Pence specie, out of the Money that came from the Havana,
put into the Treasury by Major General Smallwood, to be by them
accounted for and charged to the United States. —
That the said Treasurer pay to John Rivere, three Pounds,
thirteen shillings and four Pence and Thomas Billingham three
Pounds, six shillings and eight pence specie out of the money appro-
priated for the Barges due them per Accounts passed. —
That the said Treasurer pay to Serjeant Solomon Townsend two
Pounds, five shillings specie for the Passage of four Continental
Soldiers from Baltimore per Account passed. —
That the said Treasurer pay to Margaret Chatland seven Pounds,
seventeen shillings and six Pence of the Bills emitted under the Act
for the Emission of Bills of Credit &ca due her per Account passed. —

[Council to Delegates in Congress]
Among the Troops under the Command of Majr Landsdale there
are a good many old Soldiers, who have not received any Pay for a
long Time past. It would give us much Pleasure if a small Advance
could be made to the whole, in Philadelphia, which might prevent
great Desertion. We therefore request you will be so obliging as to
use your Influence with Mr Morris, to obtain for them a small
Advance, on Account of their Pay; this we think the more reasonable,
as our Determination alone, to adhere to the Regulations of Congress,
has prevented our paying them something here.

We have been honored with yours of the 15th ulto communicating
the Official Advices you have lately received from Mr Adams, of the
Resolutions of their High Mightinesses, to receive and acknowledge
him in Quality of Minister Plenipotentiary of these United States,
and We beg Sir, you will accept our Thanks for your Communica-
tions, and our Congratulations on an Event so agreeable and so
advantageous to America.
