[Council to General Smallwood]

The Number of Boats necessary, shall be procured by the Time
you want them. Nothing but a full Confidence that the Troops will
be furnished with Blankets at Philadelphia, prevents us from supply-
ing them here. Mr Morris is so anxious that his Regulations should
be adhered to, that we are very unwilling to break through them,
where there is not a Necessity for it. But if the United States
cannot supply the Blankets at Philadelphia, we have written to our
Delegates in Congress to procure them on the Credit of the State,
and we have no Doubt that they will be obtained. It would give us
much Pleasure if we could make Advances of Money to the Officers
and Men, but we are restrained by the Principle already recited, and
the Poverty of the Treasury.

[Council to Honble Robert Morris Esqr]

We have furnished the Troops under the Command of Major
Landsdale with a Quantity of Shoes, without which they could not
march to Philadelphia, and nothing but a Determination to adhere
to your Regulations, and a full Confidence that they would be furn-
ished with Blankets at Philadelphia, prevented us from supplying
them with that Article also : But we are so desirous that the Troops
should not go into the Field at this Season, without Blankets that we
have requested our Delegates in Congress to procure them on the
Credit of the State, in Case you cannot furnish them.

[Council to Mr David Poe]

As many Boats as will transport three hundred Troops to the
Head of Elk, will be wanted here, by Thursday Morning; we request
you will hire them and send them to this Place by that Time, if pos-
sible. The hard Money will be paid for this Service, as soon as it is
performed. If you cannot hire the Boats, we hereby request and
authorize you to impress them. Having been used to the Transporta-
tion of Troops, you can judge of the Number of Boats necessary,
and of the Price which ought to be paid in ready Money.

Wednesday 2d October 1782

Ordered that the western shore Treasurer pay to Obediah Starr
seven Pounds, sixteen shillings and eight Pence of the Bills emitted
under the Act for the Emission of Bills of Credit &ca due him per
Account passed.
That the said Treasurer pay to Allen Quynn Esquire sixteen
Pounds, seven shillings and six Pence specie out of the money for
the Barges due him per Account passed. —
