[Council to The Chevalier D'Anmaurs, Consul Genl of France]

We have been honored with your Favor of the 3d Instant. Not
being possessed of the particular Agreement alluded to in the 3 Ist
Article of the Treaty of Amity and Commerce between his most
Christian Majesty and the thirteen United States of America, we are
not acquainted with the Rights and Priveleges of Consuls of France,
residing in America. We have therefore written to Philadelphia for
Information, on this Subject, and as soon as it is obtained, you may
depend Sir, that the most ample Reparation shall be made for any
Injury or Insult which may have been offered to the Rights of his
most Christian Majesty or the Dignity of his Flag. At present,
permit us to observe, that the trading Vessels of France being subject
to the same and no other Duties, that the American Vessels are, the
Naval Officer, having no Instructions to the Contrary, was only in
the Line of his Duty, in refusing to deliver up the Papers of the
Ship l'Audacieux, as those Papers were the Security for the Payment
of the Duties imposed by the State.

[Council to The Chevalier de la Villebrune]

The Pilots belonging to this Place, being at present out of the Way,
we have been able to send you only one very good Pilot, who will be
able to conduct, with the greatest Safety, your Transports to Balti-
more. The usual Rates of Pilotage from hence to Baltimore, is
twenty Dollars for conducting the first Vessel, and ten Dollars for
each Vessel that may follow. As to the Articles furnished to the
Susanna Brig, we have already been greatly overpaid for them, by
the Services and Assistance you have rendered to the Vessels of this
State.

Rutledge of the 4th Maryland Regiment thirteen Pounds ten shillings
specie part of the advance directed to be made by the "Act relating
to Public Creditors " on Account.
