in a Manner different from what the Law intended, we think it
incumbent on us to inform you, that it is our Opinion, the £20,000,
appropriated as already mentioned, should first be secured before any
Money be paid into the Continental Treasury, in Consequence of

the Direction of the General Assembly to you, to sell Specifics to
Amount of 50,000£ &ca. And this Opinion being well warranted
by the different Laws on the Subject, taking the whole together; We
hereby advise and require you to sell and dispose of any public
Tobacco now on Hand, which was not specially appropriated at the
November Session 1781, and any Tobacco, Flour or Wheat which
has been raised, or may hereafter be raised and received in Virtue
of the Act entitled a further Supplement to the Act to raise the
Supplies of 1781, and the Act to raise the Supplies of 1782, to raise
what still remains to be paid of the £20,000 appropriated for the
Payment of Creditors, who have advanced Money to the State on
Promises of speedy Payment, and others who may be greatly dis-
tressed and injured, unless the Whole or some Part of their Debts
be paid. As you have not already settled with Colo Rawlings for
the Flour received under our Agreement with him, you will be pleased
to call on him immediately for Payment. Colo Price can inform you
of the Quantity delivered.

Friday 16th August 1782
Commission issued to John Wise appointed Register of Wills of
Worcester County in the room of William Morris deceased.
Ordered that the western shore Treasurer pay to James Silk ten
Pounds specie agreeable to the Act to adjust the Debts due from this
State per Account passed.
That the said Treasurer pay to James Brice two Pounds thirteen
shillings and nine Pence specie to be paid over to Richard Henderson
due him per Account passed.

I do hereby certify That it appears from the Records and Pro-
ceedings of Frederick County Court, That a certain Hugh Kelly
and Henry Miller of Frederick County were recognized on the 24th
Day of February 1781 by Philip Thomas then one of the Justices
of the said Court in the sum of one hundred Pounds Specie each for
Hugh Kelly's Personal appearance at the then next County Court to
be held for the said County to answer such Objections as then and
there should be made against him on behalf of the State of Maryland
and not to depart &ca. That the same Hugh Kelley did appear at the
same Court and the Recognizance was respited to the next Term; but
