[Council to Honble Intendant]

Altho' you are accountable to the Assembly for your Transactions,
and are directed to lay your Proceedings before each Session, yet,
as a Civil Officer of Government, you are also amenable to this
Board, and we have most indubitably a Right to call on you for any
Official Papers, or such Information respecting your Conduct, as
Intendant, as we may think proper. This Right we shall exercise as
often as we deem it necessary, and you will be pleased to take Notice
that we shall not attribute to Courtesy, your ready Acquiescence. We
are glad to find by your Letter, that you have made no Settlement
with Colo Rawlings for the Flour we sold him in February last at
12/6 p Cent. We were apprehensive that you had taken a less Price
for what was delivered under our Contract, than we agreed for, but
we are pleased that you have not exercised a Power which the
Laws does not give you, of altering Contracts made after the
Creation of your Office. Permit us here, in answer to any Thing
which may be objected to our Right of making Contracts in Feb-
ruary, to observe, that for many Weeks after you were Intendant,
you declined taking Charge of the Specifics, under an Idea that you
had nothing to do with them, 'til the £20,000. appropriated for the
Payment of Creditors of a particular Description, was disposed of.
By the Act to appoint an Intendant, he is directed to consult and
advise with the Governor and Council, on the State and Manage-
ment of the Revenue and public Monies, and Tobacco, and the
Demands and Debts of Government. As you have, in no Instance,
since the last Session of Assembly, complied with this Direction,
and as it appears by your Letter to Messrs Wallace and Davidson of
the 2d Instant, now before us, that you mean to apply the Specifics
