The following Petition was presented to the Board by the said Mr
Orrick.
His Excellency Thomas Sim Lee Esqr Governor of the State of
Maryland and the Honorable Council.
The Petition of Charles Orrick humbly sheweth that your Peti-
tioner being some time ago presented for Selling Liquors on board
of the Ark or Floating house at Baltimore Town without Licence on
which your Petitioner was taken with four writs and was recognized
in the Penalty of twenty five Pounds specie each for his appearance
at their next Criminal Court. Your Petitioner being desirous of
removing the matter to the Supreme Court for trial obtained Cer-
tiorari for the same and presented the Court of Baltimore therewith,
the Court ruled that your Petitioner should give fresh Security for
his appearance at the Supreme Court. Your Petitioner not Inten-
tionally but through Sickness and disappointment was prevented from
getting Security in due time and the Court broke up before it was in
his Power so to do. Your Petitioners Recognizance therefore was
forfeited on which Executions were issued the Writs renewed, Your
Petitioner taken and has remained in Confinement a long time.
Your Petitioner further sheweth that he hath applied to the Court
of Baltimore and made known unto them the Cause of the for-
feitures of his recognizance as also his inability of paying, likewise
hath delivered up on Oath all his Estate for the use of his Creditors
therefore prays he may be released from the fines and forfeitures due
the State.
