Army, for the Purpose of paying such noncommissioned Officers
and Soldiers, as have not received the Advance ordered by the As-
sembly. We confined the Appropriation to the noncommissioned Offi-
cers and Soldiers, upon a Presemption that the commissioned Offi-
cers had already received, at least, a Part of the Advance ordered by
the Assembly, and because we have been informed that the Soldiers
not receiving any Part of the former Supply, was a Source not only
of great Discontent, but had actually produced Mutiny and Deser-
tion among them. The Bills, as before mentioned, being appropriated,
it is not in our Power to furnish you with any Part of them. We
hope the Intendant will be able to procure, by the Sales of Specifics
&ca, as much hard Cash as you may want, and we beg you to believe
that it will give us great Pleasure to concur in any Measures for that
Purpose

[Council to General Smallwood.]

Within these few Weeks past, we have paid an immense Sum of
Money for Houses damaged and destroyed in this City by the Sol-
diery, during the Winter. There was some Pretence for this Con-
duct, in the Severity of the Winter and when the Soldiers were but
badly supplied with Wood; but at this Season, and when Wood is
plentifully furnished, it is unpardonable, and yet the Practice is con-
tinued in as great a Degree as ever. We beg, if it be practicable,
that some expedient may be fallen upon to prevent this wanton De-
struction of Property.

Saturday 30. March 1782

Ordered that the western shore Treasurer pay to Henry Dorsey,
ten pounds — Levi Clinkscales eight pounds, one shilling and eight
pence — William Clinkscales nine pounds, eleven shillings and eight
pence — George Hudson ten pounds, ten shillings & four pence —
Henry H. Clements thirteen pounds, eighteen shillings and four
pence — Timothy Burns, eleven pounds, eight shillings and four
pence — William Houston three pounds, three shillings and four
pence and four pounds, six shillings and eight pence — William Logan
for the use of Capt Valliant nine pounds, seven shillings and six
pence — Hezekiah Elgin eleven pounds one shilling and eight pence —
& Harrison Elgin ten pounds, ten shillgs of the Bills emitted under
the Act for the Emission of Bills of Credit &ca due them per Ac-
counts passed. —
That the said Treasurer pay to Colo Samuel Smith, three hundred
and twenty pounds, eight shillings of the same Emission for the
use of Capt Philip Graybill and his Company of Militia — three hun-
dred and sixty five pounds, fourteen shillings of the same Bills for
the use of Capt David Harris & his Company of Militia serving as
a Guard over the British Prisoners at Frederick Town per pay rolls
