[Capt. John Swan, Annapols, to Gov. Lee.]
I am thus far on my way to Phila by Order of Major Genl Greene
for the express purpose of equiping the Southern Cavalry, amongst
the wants of the 3d Rgt are 200 Dragoon Horses, there being at this
time 250 prime young fellows inlisted for the war, and not more
than 60 Horses for want of a Supply, so many men are renderd in-
tirely unfit for duty. It has been suggested that the Horses raised in
this State would under a more essential Service by being immedi-
ately given out to mount the old veterian traind Soldier than puting
undisciplined men upon them under the directions of officers inexperi-
enced in Cavalry duty & Service Should Your Excelly & Council be
of this opinion I am convinced You will agree with me that the most
urgent wants ought first to be supplied, upon this principle Colo
Washington's Regiment will of course present Itself to Your Excel-
lency & Council, not but the other Corps may and are in actual wants,
but of such inferior nature from the hard service of that Regiment
and the others viz the Ist & 4th doing little or no duty for twelve
months past
If Your Excely will permit me I will give You a State of the South-
ern Cavalry as has been represented to me, the 1st Regt White 200
men 220 Horses, no arms accoutrements or cloathing, the 4th Moy-
lan's 100 men, 50 Horses Lieut Colo Lee's Legion 130 men & Horses
with an order from the Executive of Virginia to impress 100
Horses — from this State which I believe literally true I am con-
vinced Your Excelly & Council will appropriate as many of the
Horses as will mount the 3d Regt

I yesterday received a letter from the Commissary Genl of the
Army of the United States informing me that it was necessary to
lay in a small Magazine of about three hundred Barrels of flour and
three hundred Barrels of Salt Provisions at the Head of Elk and that
Col Hollingsworth could furnish the flour but had not a pound of
Salt Provision and therefore they must look to me for that Article,
and if salt Provisions could not be had requested that some Cattle
should be immediately sent there and placed in Pastures. As I have
neither salt Provision nor Cattle collected here submit it to Your
Honble Board whether it would not be more proper to have them
collected from the Eastern shore and sent there
