Having had the honour of being appointed to attend the Public
Commercial business in France, and intending to Embarque for that
Kingdom in a few weeks, I take the liberty of making to you and
the State of Maryland an offer of any services in my power during
my stay in Europe assuring your Excellency that if I Can have an
opportunity of being usefull to either it will give me much pleasure
The Conducting the Public Supplies from France for the United
States Generaly will Come under my Care, but probably your State
may have Commands exclusive of those given me by Congress.
Shou'd that prove the Case I shall think myself much honour'd in
the Execution of them.

And please your Excellency and Honours Your favour of the
14th (by Capt. Concoa) I am honoured with, as also one hundred
pounds of the new Omission which I thank you for, not that it is of
any use to me in making payment for executing the business of the
State, or your orders but as it gives a Sanction and shews the will
for the deed, I must put up with it, and if I possibly can will circulate
as Specia, otherways shall return it, I had opened my Subscription
and had the promise of several Subscribers to a considerable amount,
and was indeavouring to procure the promise of more when the
money met with a stroke at Baltimore which struck it up here for
the present, which as we lay in a direct line between that place and
Philadelphia it cannot recover untill it will pass at one of those
places, as soon as that is the Case I shall attempt it again and set an
Example by subscribing 500£. I observe your orders regarding
flour, and have had near 500 Barrels of Meal bolted over again to
fill your order in favour of Mr Smith, without getting one Barrell to
pass, and as the flour that now comes is all rather Stale, I am in no
expectations of getting any in that way that will do for the Philada
Market, (as the new flour is now coming in there) and the demand
very flat. I have therefore delivered over to Colo Yeates yesterday
one hundred and fifty four Barrels that I received the day before
from Mr Charles Blake of Queen Anns County, in pretty good order,
though too Stale to run the hazard of bolting over again with a view
of serving Mr Smith as experience has now taught me that stale
flour ground and put up according to the Act of Assembly will not do
for the present Philadela Market (dress it as we will) and the Extra
expence attending the bolting it over again and procuring waggons,
Casks, nails, Coopers &ca is very considerable not one shilling of
which the state money of either old or new omission will pay, I shall
therefore in future deliver all the old flour over to the Quarter master
or store keeper that he will take, and if he rejects any, that can be
