The letter is endorsed thus: " War Office, Septr. 11th 1780. The
Troops (who are all here) will proceed immediately to the Head of
Elk. Maj Giles has rec'd orders from this office for coats, vests,
linen overalls, Shirts, hats & shoes, knapsacks & Canteens, & arms,
& accoutrements for 450 men. It is expected all the articles will
be reed, but the men will want woolen overalls or breeches, & stock-
ings — articles which cannot be furnished here, & yet essential. B. S."

[James Hindman, Talbot County to His Excellency
Thomas S. Lee]

Sir Your Favors of the 21th and 22d Augst I received by Mr Gib-

son one enclosing your order on Mr Chamberlaine for £16000 which
I have applied to the payment of the Flour purchased of Mr Bar-
naby agreeable to my Contract with him, and according to your
directions in the other Letter I have called on the several Gentlemen
of the Assembly therein mentioned who subscribed their Money
and Tobacco, and have received from Mr Henry Banning his Sub-
scription, which I will send over to the Western Shore Treasury
by the first safe Conveyance, Mr Wm Hindman's subscription I left
with the Treasurer when I was last in Annapolis. Mr Matt Tilgh-
man will pay his Tobacco as soon as he can get it inspected, the other
Subscribers have paid to some of the other Gentlemen appointed to
receive, I have done my utmost endeavours to procure Loans from
the Gentlmen of this County, but the great scarcity of Money and
the backwardness in men to qualify as Inspectors have hitherto pre-
vented my Success in that way.
Enclosed is a List of the Horses I purchased and sent to the Care
of Col Hollingsworth at Elk with the Prices given, you will observe
on the List that I have granted Certificates for some of them which
are agreeable to your directions, with 9 of those purchased by me
I sent eight received from the Nonjurors making in the whole at
Elk seventeen, I have two still in my possession shall continue to pur-
chase untill I get the Quota allotted to this County; please to inform
me whether I am to purchase 25 Horses exclusive of the number
furnished by the Nonjurors as it is the opinion of some Gentlemen
that the Horses furnished by the Nonjurors are to be in part of the
Quota to be supplied by each County.
Agreeable to your Directions to the Lieutenant of the Countv he
has advertised the people that they may pay Wheat at sixty Dollars
pr Basket for the 1 5 pr Cent. I have also given Notice that I am ready
to receive it of those that incline to pay I fear very few will comply,
it being the general opinion the Lieutenant has not a power to com-
pel the payment. I have not yet been able to purchase wheat at sixty
Dollars the expectations of the Farmers have been much higher, but
