this Board for supplying the Army, put in Execution, and that you
make us a Return of the Quantity of Flour and other Articles of
Provision the County Commissaries have a Certainty of procuring.
As the Demands of the Army are very pressing, we wish every
possible Exertion and Dispatch may be made. The Flour must be
collected at the most convenient Places on navigable Water and
shipped as soon as Craft can be procured, for our Army in Virginia,
You will give Directions to the several County Commissaries to pur-
chase good Flour, not exceeding 16/8 p Cent payable in the late
Emission, or to procure by Loan immediately a Quantity of Wheat
or Flour payable in Kind, as soon as collected by Taxes for which
Certificates are to be given bearing an Interest of 8 p Cent until
paid, if the Lenders require it. You are also empowered to grant
impress Warrants to the several County Commissaries to impress
Waggons, Teams and Vessels for the Purpose of Transporting all
the Flour collected, to the Army in Virginia.

We have received your Letter of the present Date offering Spades,
Pick Axes and other Tools for intrenching. As soon as this gets to
Hand be pleased to send down a Waggon with what Number you
have of all Parts already made and we wish you to continue making
of Axes, Hatchets and intrenching Tools of all Kinds, we will take
all you have or can procure within 14 Days from this Time, send
your Account and the Charges of Waggonage, and the Money shall
be paid to your Order; your patriotic Exertions in this Business will
be very agreeable and of singular Service

[Council to President of the Special Council.]

We have received a Letter from His Excellency General Washing-
ton and another from General Lincoln of such great Importance and
pressing Necessity that we think the Common Good requires us im-
mediately to transmit Copies of them to your Honorable Board and
to solicit your utmost Aid and attention to procure and forward the
supplies which the Army appears so greatly to want Letters of
Requisition in the strongest Terms have been written to the Com-
missaries General of both Shores to collect the public Flour and
Wheat, and to grind up the wheat without a Moments Loss of Time ;
but we are very apprehensive that those Collections will prove too
slow and too small to answer the great Purposes necessary for the
immediate support of the Army. We have nothing to depend on to
purchase with but the Money of the last Emission, but have strong
Hopes that very considerable Quantities of wheat and Flour may be
procured from generous and public Spirited Individuals on Loan, to
be repaid in Kind and with Interest if desired, out of the public Taxes,
in a few Months. The high opinion we entertain of the Opulence
