[Council to James Calhoun, Esqr.]

From the pressing Demands for Supplies for the Army and our
Anxiety to have them collected and forwarded without Delay, we are
induced to request you will make a Tour through your District and
urge the several Commissaries to an immediate Compliance with our
several Requisitions relative to Provisions and to have them at the
Places pointed out as soon as possible. We expect a considerable
Quantity of Flour from Frederick and Washington Counties which
is to be transported to George Town, where Vessels will be provided
to convey it to the Army in Virginia. The Beef from those Counties
must be driven to Fredericksburg, where the Continental Commissary
will receive it and pay the Expence of driving. The first object of
your Attention ought to be Flour, which is more immediately wanting
and therefore it would be well to go to Frederick and Washington
Counties first. You will give Directions to the several County Com-
missaries to purchase good Flour not exceeding 16/8 p Cent payable
in the late Emission, or to procure by Loan immediately a Quantity
of Wheat or Flour payable in Kind, as soon as collected by Taxes, for
which Certificates are to be granted bearing an Interest of 8 p Cent,
until paid, if the Lenders require it. You are also impowered to grant
impress warrants to the several County Commissaries to impress
Waggons and Teams and Vessels for the Purpose of transporting
all the Flour collected to the Army in Virginia.
