him if it should become necessary, with a sufficient Number of Light
Horse or Militia to carry the Orders he has received from this Board,
into Execution.

We have appointed you Commissary for Baltimore County in
the Room of Mr Benjamin Griffith, whom we have displaced, and do
request you to collect Cattle in your County by Seizure, if the Owners
will not freely and readily part with them for the last Emission, at
the Price per Pound, limitted by an Act of the last Session, The
Necessity of procuring immediately about four hundred Head, is
great and very urgent, and will, we hope, induce you to accept the
Appointment and exert yourself to the utmost. You must be sensible
that a Failure in furnishing the Post at Baltimore with Provision for
the Troops that will pass through in a Few Days, must be attended
with disagreeable and distressing Consequences to the Inhabitants,
for the Army cannot and will not suffer, and Parties of Men will be
ordered out to obtain the necessary Supplies. If you cannot accom-
plish this Business speedily without Assistance, we desire you to
employ as many Persons as will enable you to execute this Order with
Facility and Dispatch. Gen' Buchanan has our Direction to furnish
you with as many Light Horse and Militia as will be necessary to
obviate any Difficulties you might otherwise encounter, from the
unwillingness of the People to receive the State Money as Specie,
their aversion to a Seizure, and Perverseness in throwing Obstacles
in the way to impede the Measures of Government calculated to
assist and render effectual the operations of the Army.

We have received yours of the 5th and have wrote to Mr Griffith
informing him of our Resolution to displace him, if he does not
execute all the Duties of his Office, the principal of which, at this
important Juncture, is the Collection of Cattle for the Army. You
will therefore converse with him on this Subject and if he will not
immediately proceed to procure the Cattle, deliver the enclosed, after
perusing and sealing it, to Mr Keeports. If you cannot obtain, for
the new Money what Forage is necessary for your Post, you must
Seize it and appoint a Person to assist you, and, if necessary call
on the Lieutenant of the County for further Aid. We have supplied
Mr Richardson with 45o£ new Emission, to enable him to lay in
the necessary Forage at George Town.
