That the said Treasurer pay to Lieut. Henry Baldwin Seven
pounds of the same Emission of the money appropriated as aforesaid
due him per Account passed by the Depy Aud.
That the Commissary of Stores deliver to Jacob Hines lately dis-
charged from the 4th Maryland Regiment one Coat & one shirt in
part of the Clothing due him to be charged to the Continent and
also to Lieut Henry Baldwin one and an half yards of Swanskin he
paying for the same.
The following Commission issued to the persons hereafter men-
tioned
The State of Maryland to William Young, George Keeports,
Richard Lemmon, Isaac Griest and John McClellan of Baltimore
County, each and every one of you Greeting.
Whereas the Troops of this State raised since the last Session of
Assembly and now raising are in want of Blankets and Clothing And
Whereas the Circulation of the Bills of Credit emitted in Virtue of
an Act of the last Session on ample Landed funds and redeemable in
a very short period, has been totally obstructed in Baltimore Town
by the wicked arts and Influence of designing, selfish or disaffected
Persons, Inhabitants of the said Town, so that the recruiting Service
has not only been impeded but this Board cannot procure the said
Articles with the said Bills: And the other Resources of this State
being by no means competent to the above purposes; it becomes
absolutely necessary to exert the extraordinary Powers vested in us
by the Laws of the State and to obtain by Purchase or by Seizure
(as has been practiced in the other Counties of this State) such
Articles as our Troops are in want of and without which they cannot
render essential Service but will become a useless and heavy burthen
on the State: We do therefore hereby empower and direct you to
Purchase in Baltimore County the Articles agreeable to the List en-
closed; 1500 Blankets or Cloth proper to make them. Woolens suffi-
cient for 2000 pair of Overalls Linen for 2000 soldiers shirts. 1000
soldiers hats. 3000 pair Soldiers shoes 2000 pair soldiers metal shoe
buckles. 1000 pair of yarn hose for soldiers russia sheeting oznabrigs
and Linens proper for 1000 pair Summer Overalls Linen proper and
sufficient for 200 common Tents. And in case you cannot agree with
the Owners of such Goods having the same for sale you are to seize
them in the Hands of any Person (except Foreigners) who hath not
assisted by sales of considerable Quantities of Goods for the public
use giving a Certificate for the Quantities and Qualities thereof and
lodging with us a Copy thereof with samples of the Goods seized and
you are to deliver the Goods so purchased or seized to George Keeports

Esqr and you will obey all such Orders and Instructions as you shall
from Time to Time receive from this Board and for your so doing

this shall be your Justification. Given in Council this twenty second
