accrue on the Money you may borrow and pointing out the Mode for
complying with the Engagements you shall make for the Articles
enumerated in the Invoices not exceeding the Quantity of Flour and
Tobacco limitted by the resolution, you will observe that the Flour
and Tobacco is to be delivered in this State at a stipulated Price, or
at the current Market Price at the Time and Place of Delivery and
we have thought proper to instruct you not to engage Tobacco at less
than fourteen Livres per hundred Pounds and Flour at not less than
thirteen Livres per hundred Pounds. The Compensation to be made
for the Money obtained on Loans, as not to exceed eight p Cent p
Annum on Tobacco, and nine on Flour. To lessen the risque of the
State, we think you ought either to insure or send the Goods in
several Bottoms, as may be most convenient and do instruct you
accordingly. If a sufficient Sum cannot be procured on Loan, nor
Contracts made to supply us with all the Articles mentioned in the
Invoice, we desire you to buy and contract for them in the order in
which they stand.

We repose the utmost Confidence in your Probity Diligence and
Discernment in Mercantile Affairs, and are convinced, that the various
Matters entrusted to your Care and Management will be so candidly
and judiciously conducted, as to promote the Interest of the State,
and give entire Satisfaction. We request you will constantly give us
precise Information of whatever is transacting on the Political
Theatre of Europe, which concerns the united States, and more
particularly what relates to Maryland.

We have yours of the 11th Instant with your Return for the
Months of June and July; whatever Flour you have that is not of a
Quality to comply with Col Smiths Orders must be turned over to the
continental Store keeper or Quarter Master at the Head of Elk.
We send you by this Opportunity £100 of the late Emission which is
to be passed only as Specie and for Expences incurred in your Depart-
ments from the 19th of June

It appears to this Board from the representation of Richard Love
and others of Baltimore Town that Oliver Button has been absent
since December 1779, and was probably dead when the Militia Fines
were adjudged to be due from him, and for which Executions are
issued against the Lands of Effects to the great Distress of the
widow, and a poor Family. In two former Instances we requested
you to forbear levying some Militia Fines until the People could
petition the Assembly and in the present Instance we request you also
to suspend the Execution, and advise the widow and her Friends to
apply to the Assembly at their next Session.
