That the said Treasurer pay to Lieut Mark McPherson Three
pounds, sixteen shillings and three pence of the Bills emitted under
the Act for the Emission of Bills of Credit not exceeding two hundred
thousand pounds &ca of the money appropriated for the present Cam-
paign for Cloathing on Account.
That the said Treasurer pay to Lieut William Smoot of the 2d
Regimt Two pounds, five shillings of the same Emission of the money
appd as aforesaid for Stores on Account.
That the Issuing Commissary deliver to the said Lieut. William
Smoot six Gallons of Rum and Twenty four pounds of sugar to the
1st Inst
That the Commissary of Stores deliver to the said Lieut William
Smoot Linen for two shirts for the present year.

We have received your Letter of the 2d July by Capt Lyon which
should have been answered sooner but a Multiplicity of Business
constantly has prevented. The Recruits you sent and all others as
they arrive are regularly cloathed and equipped. Your Vigilance
in suppressing the Insurgents in Virginia under Poe was truly laud-
able, with regard to the Property of those Men of the Catocton Valley
[who] have absconded and supposed to be concerned in the Insurrec-
tion, we recommend you to take the opinion of the Judges of the
Special Court. We are desirous of giving Reasor all reasonable En-
couragement and shall be glad to have an Account of what he has
done, and a sample of the Arms he professes to make, the Number
and the Terms. You shall have some Money of the new Emission to
pay off your Workmen, but this Money must be paid as of the full

Value of Specie and for present Services. You must consult the Di-
rections given by the general Assembly in the late laws as your
draughted and delinquent Classes at present we cannot particularly
advise you we shall write to the Quarter Master General and recom-
mend to him fixing a Post at Frederick Town and wish to hear from
you by the first opportunity where you recommend. Eight hundred
Flints the whole Number in the Magazine at this Place, are delivered
to Colo Streaker for you. In your Letter of the 3d July you mention
Commissions for the Officers of the select Militia we now enclose
them. It will be proper to forward all the Men intended to recruit the
Army, or for the two Battalions as fast as possible, they enlist here
very chearfully to serve during the war, the third Maryland Regiment
is compleat and the fourth fills very fast; we have Strong Hopes that
even the fifth will be full by the last of the Month, under these Cir-
cumstances we shall not be able to spare you any Cartridge Boxes at
present indeed we want Arms and every kind of military Accoutre-
