[Council to President of the Special Council.]
From some profitable Captures made down the Bay and among
the Islands by the Philadelphia Barges, a Spirit of Enterprise has
risen among the people here, and the Bearer Capt. Michel has applied
to us for the Barge at this Place to go on an Expedition among the
Tangiers we very readily agreed to fit her out with the Necessarys
wanted but upon Examination he declares her so out of repair as to
be unfit. We therefore at his request recommend him to the Attention
of your Honorable Board, and if they think proper to indulge him
with one of their Barges, we think it will answer a valuable Purpose.
