That the said Treasurer pay to Lieut. Clement Skerrett of the
Artillery eight pounds, fifteen shillings of the same Emission in lieu
of Cloathing per Account passed by the Aud. Genl

three pence of the same Emission due him as an Express p Account
passed by the D. Aud.

We have directed the Collectors of Horses in Harford and Balti-
more Counties to deliver the draught Horses procured under the
late Act to you, they are for Teams for the Waggons which Colo
Smith is authorised to purchase to move the Detachment of conti-
nental Troops at this Place, subject to the order of General Small-
wood.

[Council Circular to Collectors of Horses.]

Upon a Consultation with Genl Smallwood respecting the draught
and light Horses directed to be procured; we judge it unnecessary to
raise the whole at present and have determined to suspend the Col-
lection of one third of the draught and one fourth of the light Horses
so that the Number required of your County will be
If you have collected above that Number, you will retain the best
and most fit for the said Service, and return the others to the
Owners, having respect in the first Instance to the Friends of Govern-
ment, whose Horses may have been taken. If the Owners will not
receive them you will sell them immediately for ready Money or
Short Credit at the highest Prices that can be obtained, and lodge the
Money arising from such Sales in the Treasury. If you have not
collected the above Number you will do it with all Expedition, and
inform us how many you have now got, the Collectors in Baltimore
and Harford Counties are to deliver the draught Horses collected
immediately to David Poe Deputy Q. M. in Baltimore Town and the
remainder of the draught Horses as soon as collected.

You are directed to procure immediately by purchase or Seizure
six good Beeves, if they are purchased or seized you are not to exceed
four Pence p Pound; you are to estimate the Net weight adding
thereto the fifth Quarter.

It is the opinion of the Council that the Barge bought by the State
for twelve thousand pounds Continental ought to be charged to the
Continent, as it has been rendered unfit for Service in the Service of
the United States.
