[Council to General Assembly.]
The Enclosure is a List of the Names of the Persons arrested and
confined under the extraordinary Powers vested in this Board by
an Act of the General Assembly passed last Session, John Ham-
mond Cromwell, William Groves, William Groves Junr Michael
Bicky [Birkey?] Joshua Dorsey, and others had for some Time been
suspected of buying Provisions for, and clandestinely trading with
the Enemy, and there were many coinciding Circumstances to induce
a Belief that they had been guilty of such pernicious Practices, but
they were not deemed sufficient by the Grand Inquest for the western
Shore to find Presentments against them. The others were arrested
as being Persons whose general Conduct and malignant Influence
tended to spread Disaffection among the Subjects of the State and
whose going at large might be therefore prejudicial to the Govern-
ment, most of the last Class have been released on giving good Secur-
ity of good Behaviour. John Hammond Cromwell and Accomplices
are still confined under Guard in this City. Warrants also issued
against Benjamin Shockley, Capt Beach Edward Conard and
Frances but they are not yet even apprehended. George
Mann is now confined in Baltimore Goal under the Resolution of the
general Assembly.

Wednesday 30th May 1781
Ordered That the western shore Treasurer pay to Lieut Isaac
Rawlings of the Artillery fourteen pounds nine shillings and four
pence half penny due him per Account passed by the Depy Aud.
That the Issuing Commissary deliver to Lieut Isaac Rawlings, ten
Gallons of Rum and forty pounds of sugar due him to the 31 Inst.
That the Commissary of Stores deliver to Lieut Robert Denny
one hundred and eighty five Coats two hundred and eleven vests, one
pair Breeches nine pair woolen overalls two hundred and seventy five
pair Linen overalls, one hundred and fifty two shirts two hundred and
seventy three pair of shoes two hundred and sixteen hats, two
hundred and forty six Blankets and two hundred and forty six
Blankets and two hundred and Seventy three knapsacks for the use
of the Maryland Troops and also to John Robertson late of the 3d
Regimt Cloth sufficient (not fit for a Regimt Coat) to make a Coat
with Tread and other Trimmings, one Shirt, one pair of woolen
Overalls and one pair of Shoes.
That the Armourer deliver to Capt Gilbert Middleton of the Plater
one hundred Musket Cartridges.
Commissions issued to John Page appointed Captain George Han-
son Lieut and Thomas Rasin Cornet of a Troop of Horse in Kent
County raised in Virtue of the " Act to encourage the raising a
