In Virtue of the Power vested in us by the enclosed Resolutions
we have appointed you special Agent to procure Cloathing for the
Troops of this State, to be marched to the Southern Army; and as
this is a Business of great Importance to this, as well to the United
States, we earnestly recommend to your immediate Attention, the
Execution thereof you will observe that the General Assembly have
given Directions for a Quantity of fine and superfine Flour to be
immediately manufactured, in Consequence of which we have issued
our Orders to the Commissaries to have the Wheat manufactured
in equal Proportions immediately. The Flour shall be delivered by
the first of September you will therefore enter into Contracts for
the Cloathing immediately by exchanging the Flour for such Articles
as are most and immediately wanting agreeable to his herewith
enclosed or by Vending the same as may be most advantageous to

[Council to Delegates in Congress.]
The extraordinary Exertions made by this State on every occasion
in complying with the Demands of Congress, the Marquis's Detach-
ment the southern Army, our Militia and other Expenditures have
altogether exhausted our Treasury and Stores of Arms and Cloathing
so that it is not in our Power to furnish the Troops that are here with
Cloathing Arms &ca nor properly equip our Militia to repel the
Enemy. Under these distressing Circumstances, we request you to
make known our wants to Congress in the most earnest Manner and
endeavour to obtain a Proportion of all Cloathing Arms &ca that
Congress now or may hereafter have for this State. We do not think
that the rampart Pieces will be of great use to us however he will take
five hundred of them for our Gallies, and with Pleasure receive the
two field Pieces and as many more as can be spared to us In great
Necessity for them. Enclosed are two Letters for Chevalier Colbert
one of which came recommended by the Marquis, we request you to
forward them as soon as possible. We shall forward as soon as
possible a Quantity of Flour to be vended in Philadelphia and propose
to supply you with Money from the Sales thereof.
