Major Genl Smallwood writes us this will be addressed by Ensign
Arthur of the fourth Maryland Regiment in which he acted as a
Volunteer from the 17th June last under Promise of a Commission,
but has not obtained it owing to his having been ever since with the
Southern Army. He claims his Rank from the above Date and
Stands arranged from that Time upon the new Establishment we
therefore hereby appoint the said James Arthur Ensign in the fourth
Maryland Regiment, and request a Commission may issue to him as
such to bear Date on the 17th June 1780.

We received your Favor of the 3 1st of April, and as the Assembly
was then expected speedily to meet, we intended to consult them on
the Subject of your Letters and delayed writing to you until we could
give you a Satisfactory Answer; this you may rely on shall be done,
and your Letter of the 10th Current laid before the Assembly as soon
as they meet which in all Probability will be in a few Days; in the
mean Time we have directed the Collector in Baltimore Town to
suspend the Collection of the Taxes from those who may be pointed
out by you as coming within the Description of his most Christian
Majestys Subjects entitled to such Indulgence until the General
Assembly shall take order therein.

We have received yours of the 10th Instant to give you Directions
in what Manner you are, or ought to conduct yourself is of such a
Nature that requires serious Consideration, all that we can think of,
'til the General Assembly takes Direction therein, is to omit taking
any public Money whatever but at the real Exchange in your County,
and to keep an exact Account at what Times you receive it.
