[Baruck Williams, Clerk to the Com'rs of Cecil County,
Cecil Court House to Gov. Lee]

Sir Intimation has been given to the Commissioners of Cecil
County, by the Delegates of this County, that a Law Passed last
Session, Investing them with a power to relieve those who have
suffered in Consequence of the British Armeys March thro' this
County. They not having it in their Power to give that relief &
Justice (especially to those who merits the same) for want of the
Law and the papers were transmitted to you last fall from this
County, obliges the Commissioners there to beg you'd send the
papers which relates to the Sufferers of this County together with

the Law to them.

Sr This covers an Invoice of the Ten Hhds of Rum Purchased
by your Excellency from Coll John Dorsey which Rum I now send
by Capt. Berry of the State Boat Plater in pursuance of your
Instructions to him of the 3d Inst: which is all the official knowledge
I had of the matter.

Sir On my return home, I find there can be but little dependence
on the Order given me of £6000 I still will push on the Business
entrusted to me as far as it lays in my Power. I now & then borrow
a little on behalf of the State which I apply towards what purchases
I may or have made tho' ordered otherways by the Law for raising
money on Loan As to Purchasing Wheat I do not expect to succeed
at all unless purmitted to give the Philadelphia or rather the Dela-
ware prises which exceeds the £22...10. £25 Cash is now given in
this County by those of that State. Flower I can get a large Quantity
of, on given the Philada price, deducting Expenses of Transporta-
tion, price of Flower at Philada 28th July, Common Flower £90
If I am not to give as high a price as they do in the other States I
can get none of the Bread kind.
Information is just given me that a Quantity of Flower Pur-
chased last winter for the use of this State, now lays on the
Delaware at Appoginnema Landing & for the want of Cash to pay
Storage & freight, is kept as Security for Storage. I just mention
this Circumstance thinking it might not have come to your knowl-
edge therefore a loss perhaps may happen.

If any thing is Expected of me I could wish to have more exten-
sive orders, as to the price which is to be given.
