On the Application of William Smith Esquire of Baltimore Town,
who is to this purpose Commissioned and Authorized by Robert
Morris Esquire of Philadelphia who is Agent for the supply of
his Catholic Majesty's Fleets and Armies in the Spanish Colonies
in the West Indies Licence is hereby given to lade and Export in
the Brig Ranger, Thomas Johnson Commander now lying in the
Port of Baltimore, flour for the use aforesaid on his Clearing out
at the proper Office but as the Season for curing salted Beef and
Pork is wearing away fast, we request you to purchase on the best
Terms you can for the Public Interest, as much as possible of those
Articles. We hope there will be some Demand for the Tobacco. We
have some foreign and good Country Salt, part of which shall be
sent to you, but should it not reach you in Time, we recommend you
to procure the quantity you may require in Baltimore Town.

Many concurring Reports induce us to believe the Enemy have
left the Bay, and being desirous to releive the Militia from Every
Hardship and Inconvenience as soon as our Situation renders their
Service unnecessary. We request you to discharge the Guard ordered
out by you immediately, and complying with the Terms heretofore
mentioned and directed to be complied with.

Colonel Wood commanding officer of the Guard placed over the
Convention Troops informs us in Consequence of Orders from the
Execution of Virginia a Division of near twelve hundred oi these
Troops (including the officers) consisting of British are on their
March for Fort Frederick and are to remain at Martinsburgh till
his Return, he waits on us to know what Measures have been taken
for accommodating them in this Sate, and says the Provision col-
lected on their March is nearly exhausted and will be consumed in a
few Days; they are so distressed for want of Shoes and other
