We have received yours of the 25' ult The enclosed Copy of a
Letter of the 25th February 1779 from the late Governor and
Council to Mr Muir with the Copy of the Resolves which it refers
to. We apprehend were sufficient to convince Mr Muir of the Error
of his Commission if he received them. We are really at a Loss for
his Misapprehension, for we cannot think with you that the fifth
Session of the Act to prevent Frauds in Commerce and to direct the
Duty of Naval Officers could have occasioned it. The Master of a
Vessel arriving at Cambridge or any other Port of Choptank is
clearly and explicitly enjoined to report within a limited Time to the
naval office of the District in which such Port shall be.

Tuesday 5th December
Ordered That the western shore Treasurer pay to Stephen West
Esqr one pound, five Shillings of the new Emission in lieu of Fifty
Pounds for the use of Joseph Walker per Account passed by the
Aud. Genl
That the said Treasurer pay to Thomas Johnson junr Clerk to
the Council Twelve hundred and fifty Pounds for three months
Salary to the first Instant.

Ordered That the Issuing Commissary deliver to Colo James
Tootell one hundred and forty four pounds of Coffee for the like
Quantity borrowed of him to supply the Maryland Troops in the
Continental Service.
That the said Treasurer pay to Capt. Michael Boyer of the German
Regiment Twenty eight pounds, fourteen shillings and ten pence
half penny of the new Emission in lieu of an order of the 19th
September last in his favor for Eleven hundred and forty nine
Pounds, fifteen shillings which is now returned.
That the said Treasurer pay to John Randall State Cloathier two
hundred hogsheads of Tobacco on Account.
The Memorial of Legh Master Captain of the Sloop Experiment
setting forth among other Things, that he obtained a Flag of Truce
from the Governor of the Bahama Islands to carry American
Prisoners from New Providence to Baltimore in Maryland and to
receive British Prisoners in Exchange and that the said Sloop
Experiment her Tackle Apparel &ca were seized by Thomas Sollars
Naval Officers and Libelled in the high Court of Admiralty, was
laid before the General Assembly and by their Resolution referred
to us, giving Power to make such orders respecting the seizure
of the Flag as we might think proper, and directing if no intended
and gross Violation of the Flag has happened that the said Vessel
be discharged and the said Legh Master ordered to depart with
such Provisions as may be necessary for the Crew and Prisoners.
