[Council to Thomas Sprigg Esqr Ll Washington County]
Colo Rawlings informs the Board that he has received Directions
from the Board of War, to send forward to Philadelphia, the
Prisoners lately exchanged, and that, without the Aid of the Militia,
he will not be able to comply with them, and to keep a Guard over
the Prisoners which will remain at Fort Frederick. We shall be
obliged to you, to order on Duty such a Number of the Militia as
Colo Rawlings may call on you for, for the Purposes above men-
tioned. Colo Rawlings will deliver you the Commissions you
wrote for

Tuesday 28th November 1780
Ordered That the Lieut. of Frederick County deliver to CoP
Moses Rawlings one hundred pound of Lead and one Quarter Cask
of powder for the use of the Guard at Fort Frederick.
That the Collector of the Tax for Washington County pay to
Colo Moses Rawlings, sixty thousand Pounds Contl Currency agree-
ably to a Resolution of the General Assembly passed the 27th Inst.
An Order of the 2 1st October last was drawn by this Board on
the Collector of the Tax for Washington County in favor of Colo
Moses Rawlings for Twenty five thousand Pounds, is this Day
returned.
On the Application of His Excellency the Chevalier de la Luzerne
to this Board, Mr Beyerfalk Lieut. in the Regiment of Deux Pont,
in the service of his Most Christian Majesty, is hereby Permitted
to enlist into that Regiment any Deserters from the German Troops
in the Service of Great Britain which are within this State.

[Council to the General Assembly.]
Doctor Upton Scott, formerly an Inhabitant and Resident of
Maryland, some Time in the summer of the Year 1776 and since the
Commencement of Hostilities between Great Britain and the United
States of America, departed this State and went to Great Britain.
He returned to this State, a few Days past, and, this Day laid before
the Board a Passport from The Honble Benjamin Franklin Esqr
and a Parole entered into by the said Doctr Scott with Sr Henry
Clinton, the Commander in Chief of the British Forces, in Conse-
quence of his having received his Permission to leave the British
