Sir My Letter of the 3d Inst to your Excelly own'd the Receipt
of yours of the 28th Ultimo. I marched the 6th Instant, with all the
Cavalry that were fit to move, from Hillsborough; and that Day
received the enclosed Letter of the 31st Ulto from General Small-
wood. I apprehend the Tardiness of Colonel Polk in supplying
Provisions, must be occasioned by the Delay of Payment, my Bills
in his Favor, have met with. I hope to see him in a few Days; when
all the Encouragement in my Power shall be given him, to continue
his Services, in supplying Provisions to the Army. The Moment I
join the Troops to the Westward, and Know with certainty the
Movements of the Enemy, I shall consult with the Rest of the Gen-
eral Officers; and determine the future Operations of this Army.
The Maryland Regiment under the Command of Colonel Williams,
will reach Salisbury Tomorrow, but the Most of the Virginians
Eighteen, Eight Months Men, and Militia; are left under General
Stevens at Hillsborough to be arm'd and accoutred, and in some
Degree equipp'd before they can march from thence. Axes, and In-
trenching Tools, I must beg your Excellency will forward to us,
with the Utmost Dispatch. Instead of Thirty Horses, which your
Excelly inform'd me, were to be sent to Hillsborough for the Artil-
lery: only Nineteen arrived, and those very bad, and poor. I entreat
vou will order the Deficiency to be immediately supplied.

Sir President Stone's Letter of the 5th of last Month, came to my
Hands, only the Day before Yesterday, I am astonished at his say-
ing, that my Letter of the 5th of September, was the First Intimation
given your State, relative to their supplying the Southern Army
when the Resolves of Congress of * 17th June 1780 are so plainly
evinsive of the Contrary. These Sir, might not have been received
by Your State; and I can no other Way Account for the Assertion
in Mr President Stone's Letter.
The Exact Return of the Maryland Troops was forwarded by
Colonel Williams to Your Excellency, under the Care of Captain
Clagett about a fortnight ago
The inclosed Copies of Letters to Governor Jefferson, and that
from General Smallwood will inform Your Excellency of the Present
State of Affairs in this Department, which I must request your Ex-
cellency will, with a Copy of this Letter forward immediately to
Congress.
* That the Monies raised for the use of the United States in the
State of Maryland and the States to the Southward thereof be appro-
priated to the supply of Military Chest and Exigencies of War in
the Southern Department until the Further Order of Congress.
