have heretofore been, or are now received and collected; and from
Time to Time by the said Naval Officers shall be paid, in good Bills
of Exchange to Col. Edward Sprigg, and by him transmitted to
James Buchanan Merchant in London, to be placed to the Credit of
an Account by him to be stated and kept for the House of Delegates
of Maryland; which money by him so received shall be applied ac-
cording to the Directions of the said House of Delegates, for the
Payment of an Agent there, and defraying other incident Charges
attending the Service of this Province
An be it further Enacted by the Authority, Advice, and Consent
aforesaid, That every Merchant, Factor Master, or Commander,
of any Ship or Vessel exporting Tobacco out of this Province, shall,
before his or their Clearing such Ship or Vessel, or taking his or
their Dispatch or Dispatches for the same, pay unto such Naval
Officer or Officers with whom he or they shall clear and take such
their Dispatch or Dispatches, the sum of two Pence Sterling for
every Hogshead of Tobacco, or Quantity of an Hogshead, on board
his or their Ship or other Vessel, or give good and sufficient Bills
for the same, drawn on some Merchant in Great Britain.
And be it further Enacted by the Authority aforesaid, That the
said Col. Edward Sprigg may, and is hereby enabled to receive the
said Bills of Exchange from the several and respective Naval Offi-
cers, and transmit them to James Buchanan, Merchant in London,
and the money on them due, when received by him, shall be placed
to the Credit of the House of Delegates of Maryland, to be retained
in his Hands for the Use or Uses as aforesaid, subject only to be
paid according to the Order or Orders of the House of Delegates
of Maryland; which said Order or Orders shall be placed to the
Debit of the Account aforesaid.
And be it further Enacted, That the said James Buchanan shall
and may, and is hereby impowered to dispose of the money arising
by and from such Duty or Impost aforesaid, according to the Direc-
tion and Order of the House of Delegates as aforesaid only.
And be it further Enacted, That in Case any of the Bills of
Exchange, to be paid by the said Naval Officers for the Duty and
Impost as aforesaid, shall be protested for want of Payment, that
then the said James Buchanan shall, and he is hereby enabled to
return the same under Protest unto the said Col. Edward Sprigg.
And such Naval Officer or Officers are hereby required and di-
rected to pay unto the said Col. Edward Sprigg good and sufficient
Bills of Exchange, in lieu of and for such Bills so protested, with
the Damages allowed by Law, to be by the said Col. Edward Sprigg
transmitted to the said James Buchanan, for the Use aforesaid.
And be it further Enacted, by the Authority, Advice and Con-
sent aforesaid, that for receiving and paying the Duty and Impost
aforesaid, the said Naval Officer shall be allowed the Sum of eight
