Neighbourhood of the Province of Pensilvania.

When artful Encroachments under the Authority and Counte-
nance of that Government into Your Ldps Province became so fre-
quent, that it was necessary for your Ldps Governor to take some
Notice of them; then Open force and Violence were applyed to sup-
port those who had gained possessions by a silent Intrusion, and to
encourage Others not only in illegally dispossessing, but even in
imprisoning many Persons who held their Estates under Your Lord-
ships Grants, with a Design of intimidating such who might oppose
any of their unwarrantable Attempts of wresting from Your Lord-
ship what was granted by the Royal Charter
Repeated Instances were made to the Government of Pensilvania
by your Lordps Governor in Order to put a Stop to such Measures,
which might have been very well foreseen were likely to be attended
with some of such fatal Consequences as happened to the Life of One
of his Majestys Subjects, who, accompanyed by several Others under
the Countenance of the Pensilvania Magistrates and Officers of Jus-
tice, in the middle of the night most outragiously with Pistols and
other Arms beset and broke into the house of another of his Majestys
Subjects, a constant reputed Inhabitant of this Province, and whose
Possessions then were and still are under the Grant and Protection of
this Government
Such Extremes made it the more necessary for your Lordships
Governor to endeavour the Preservation of Peace and Tranquillity
amongst his Majestys Subjects, and that no Objection might be
made under Pretence of any Interruption to those desireable Ends

from the Behaviour of any in this Province, or from the Uncertainty
of the Bounds and Confines of the two Provinces; Your Lordships
Governor made Proposals to the Government of Pensilvania to con-
tinue Every Inhabitant quietly and peaceably in their old Possessions,
to remove any new Settlement and by mutual Proclamations dis-
courage any further Encroachmts by Settlements, and to injoyn the
Observance of such Accommodation under severe Penalties until his
Majesty should be pleased to give other Directions therein; and to
make their joint humble Representation to his Majesty for that Pur-
pose: These Offers were so reasonable and so frequently made, that
We must beg Leave to express Our Surprize and Concern to find
they were as often either rejected or evaded
As these pacifick Overtures to prevent further disturbances on
Our Borders had so little Effect; Your Lordship most justly pre-
sented your Petition to His most sacred Majesty for royal Inter-
position in what affected the undoubted bounds of your Lordships
Province: With Pleasure We received the Account of his Majestys
Commands thereon, and we then could not doubt but that during the
Times of Reference of your Ldps Petition by his Majestys Orders,
