and the Cognizance of the High Court of Chancery of that Matter
at the Desire of the Proprietaries of Pensilvania, Every occasion of
Disturbance or Umbrage of Complaint would have been most care-
fully avoided: Instead of that, fresh Provocation have been given,
Our Borders again attacked, Our Inhabitants forced from their
Possessions into Confinement, and these Outrages done under the
avowed Protection and Authority of the Government of Pensilvania
There is no Need to aggravate the severities and hardships which

some of his Majestys Subjects Inhabitants of this Province have
been exposed to by the Orders of the Pensilvania Governt nor shall
we presume to trouble your Lordship with more than two or three
Instances which have happened since your Lordships Petition was
laid before His Majesty
Mr William Rumsey an Inhabitant of Cecil County in this Province
was taken up by Colour of a Warrant said to be signed by the Gov-
ernor of Pensilvania for having procured your Lordships Grant
of a Peice of Land to the Southward of several Settlements within
this Province, and for having commenced an Action at Law in Cecil
County Court against a Person who trespassed on the Land
William Cannon a Man of great Poverty & a large family was ap-
prehended by Officers and Persons residing and pretending to act
under the Authority of the Government of Pensilvania on the high
way in Baltimore County in this Province, was carried bound as
One of the Greatest Malefactors, and thrown into a Goal in the
Province of Pensilvania, where he lay five weeks without being
charged with any Crime; nor did One Powell and several Others meet
with a Treatment less severe; And the Authors of these Outrages
received the Countenance and had the Approbation of the Govern-
ment of Pensilvania
And We beg Leave to represent to Your Lordship, that although
the Circumstances of apprehending and confining the above men-
tioned Persons, after the many amicable Proposals made by your
Lordships Governour; after the Notice his Majty has been pleased
to take of your Lordships Petition, and after the Royal Permission
granted to the Proprietaries of Pensilvania to proceed in a Court of
Equity, if they thought fit, must appear too extraordinary to be
justified; Yet these unfortunate Sufferers have been, and still are
obliged to a tedious and expensive Attendance at the Courts of Pen-

silvania, tho they at first denyed the Jurisdiction of such Courts,
and pressed with all possible Earnestness, that they might either be
discharged, or Judgments be rendered against them, by which they
might know the End of their trouble, and seek Redress from his
most sacred Majesty, but even these Desires of the plainest and
strictest Justice have hitherto been denyed them
