Seal of the said office shall be as Effectual & available to all Intents
& Purposes as the original Patent any Law Usage or Custom to
the contrary notwithstanding and that at the End of the Bill the
following Clause be added viz.

Session of Assembly which shall happen after the expiration of
three years

Present as in the morning except Philip Lee and George Plater
Esqr
Read the second Time the Bill entituled a Supplementary Act
to the Act Entituled an Act laying an Imposition on Negroes &
Sevl Sorts of Liquors imported & also on Irish Servants to prevent
the importing too great a number of Irish Papists into this Prov-
ince and with the following Amendmts will pass in 10th Line first
page between Person & whatsoever, put or Persons 13th Line of the
same page to be left out & the following inserted, to die or be ex-
ported out of this Province before Sale of the same Servant or
Slave 16th Line of the same page between Slave and any put and
that the said Person or Persons who shall desire the Benefitt of this
Act shall declare on his her or their corporal Oaths to be admin-
istred by the Naval Officer on the holy Evangelists of Almighty God
that such Servt or Servts Negro or Negros exported within the said
Time of three months is or are part of the negros or Servants im-
ported or made Entry of, in 17th Line of the same page after the
word notwithstanding insert the following Clause, and whereas
divers frauds have been committed by Persons not Inhabitants of this
Province importing negros from Pensilvania, Virginia & other Prov-
inces who made Sale of the said Negros without paymt of the Duties
arising on such Negros for prevention whereof for the future Be it
Enacted by the Authority Advice & Consent afsd that all & every
Person or Persons in whose Custody any negro or Negros so im-
ported into this Province shall be found shall be deemed to be the
Importer or Importers and liable to pay the Duties by Law to the
Naval Officer of the District where the said Persons reside under the
Penalties by former Acts of Assembly in such Cases inflicted upon

the Importer or Importers of any Negro or Negros concealed kept
back or unaccounted for by him her or them to be recovered in the
Manner & to the uses directed in the afsd Act of Assembly
