The following Message sent to the upper House by Mr
Stoddert Mr Rousby Mr Dare Majr Hawkins and Mr Dollahide
Viz:
By the Lower House of Assembly, June the 3d. 1717.
May it please yor Excy and Honour.
Upon Consideracon of that Part of your Excy's Speech and
the nth Article of his Lpp's Instruccons relating to the regu-
lating Ordinaries and the Fines for Ordinary Lycences We
find that the Preceeding Assemblies have hitherto Strenuously
insisted tht those fines were not a Perquisite to the Secretary's
Office to which Purpose We find that the Generall Assembly
of this Province in the yeare 1713 made their humble Address
and remonstrance to her late Majesty Queen Anne &ca upon
the then Secretary's Claiming a right to those fines Which
therefore We are Unwilling to give up. And forasmuch as
by his Lordship's Instruccons it seems his Lpp Claims a right
thereto by his Prerogative We are unwilling to intermeddle
therewth But shall humbly address his Lpp that his Lpp will be
favourably Pleased to let those fines be applyed to the use of
Free schoolls within this Province (whose Funds are to small
for the Propagation of Learning) And desire your Excy's
favourable Concurrence wth us in that Address.
