Philemon Lloyd Esqr from the Upper house Delivers Mr
Speaker a Bill Impowering Commissioners to sell the Lands
and personall Estates of two Smithsons with the following
Message Viz.

By the Upper House of Assembly April the 18th 1720.
Gentlemen
The Amendment proposed to the Bill for Sale of Coll Smith-
sons of Talbot County and Thomas Smithson of Dorchester
County Gent. Lands &ca. we think requires the Amendment
we proposed for the preferring the Devises to Publick and
Pious uses to those that are only to private persons Since

we apprehend the Devisor lay not under any particular Obli-
gation to the Private Devisees more than to the Publick, and
in all Acts of more Generosity and good will, we think those
for a Publick benefit ought to be preferred to any private one
by how much a Generall good is preferable to any perticular
one, with which amendment the bill will pass.

Mr Speaker the following Message Viz.

By the Upper House of Assembly April 19th 1720.

Gent.
On peruseing the Supplementary Act, to the Act Entituled
an Act for Settling a Revenue on her Majestys present Gov-
ernour and your Message relateing thereto, His Excellency
Expresses great Satisfaction at your Approbation of his Con-
duct in the Administration of this Government, and takes the
proposed Act as an Evidence of your Esteem but seems to be
of Opinion that since his Intended Speedy Departure will
Clogg the Collection of that duty with some difficulties your
good Intentions will be rendered more effectual in his favour,
and less Chargeable to us if we made the money raised thereby
in a Twelve Month payable to the Treasurers for the defray-
ing the Publick Charge of this Province and in lieu thereof
