should order the Treasurers to pay him what may be by a
Moderate Computation Supposed to arise on the said Duty by
the Tobacco that shall be Exported by the first day of Novem-
ber next. This proposall seems to be so agreeable to your
Gratuitous Intentions, that we doubt not your concurrence
therewith, and shall therefore only Desire you to make such
Estimate as you shall think may answer the intent and advance
the Publick Stock.

Coll Young and two others from the Upper House Delivers
Mr Speaker the following message Viz.

By the Upper House of Assembly April the 19th 1720.
Genl
We are clearly of opinion with that of your house com-
municated to us by your Message of the 15 Instant and are
equally surprised at the effect of our address as you are. but
as the aggrievances Complained of by that address [are not]
remedied but the Imposers of them rather Encouraged, by
haveing their Conduct approved by the Honourable the Com-
missioners of the Customs, and by doing the agressors the
pleasure of haveing the Impartial Conduct of our Governour
as Judge in Chancery reproved, we think it is necessary to take
that matter into further Consideration That as we have
hitherto had no reliefe by that address we should now En-
deavour to take proper Measures to render it Effectual to its
first Intended Ends, since the occasion Still Continues. And

as you find on Inspection that that Address justly Sets forth
those aggrievances which you find to be really such, we can't
but apprehend, there may have been some defect in the Presen-
tation or Solicitation of it. We therefore now propose that
his Excellency's Intended Voyage for Great Britain be laid
hold on as a most favourable Oppertunity for the more effec-
tual Solicitation of this affair, if he shall be pleased to act
therein, to prevent future Impositions of like nature and that
you would joyn with us in addressing him to assist us on this
Occasion as you shall find necessary for the good of this
Province
