they make it a foundation to Argue from Desires the Sense
of your house thereon the Explanation thereof given by the
Members of the Conferrence from our house, not being In-
tirely Satisfactory to him.

The following message being prepared by the Committee
of Law was ordered to be Entred as follows

By the Lower House of Assembly April the 15th 1720.
May it please your Honours.
Haveing Considered your Message of the 9th Instant wee
have Inspected our late address, to their Lordships setting
forth Sundry Vexatious Prosecutions against the Debtors of
his Majesty in this Province and do conceive the same to be
justly set forth, and are Surprized to find by the Commission-
ers of the Customs Letters to his Lordship the Severall hard-
ships therein laid down should in stead of meeting with re-
dress be rather Countenanced by the said CommissionerSj and
it is indeed more amazeing to us that his Excellency, our Gov-
ernour's Conduct should be arraigned on account of Delaying
the proceedings (in behalf of the Crown) by Maurice Birch-

field Esqr, when to the certain knowledge of a member of this
house who hath had the Honour to be employed by the Com-
missioners of his Majestyes Customs in some affairs here as
well as is the Opinion of this House that his Excellency hath
been very Assiduous and Zealous in promoting and Expedit-
ing the Affairs of the Crown

They return and Say they Delivered it.
Engrost Bill for relief of Benjamin Howard Read and or-
