what persons are taxables was read and ordered to be thus

Read and Assented to by the Lower House of Assembly and
Signed p Order M. Jenifer Cl, Lo Ho

All which said three bills last aforementioned were sent to
the upper House by Mr Tyler and Mr Brannock They return
and say they delivered them.
Mr Lowe from the Upper house delivers Mr Speaker the
bill for the relief of John Clements thus Endorst viz:

By the Upper house of Assembly May 30th 1719.

On hearing John Clements the person in whose favour this
bill is preferred and Likewise On hearing Roger Woollford
and Jno Rider Gent. Commissrs for Dorchester County on
behalf of themselves and the Inhabitants of that County, It
does not Appear that the said Clements has any right to the
land therein menconed but that for he alledges that the evi-
dences who can prove his right are Sick particularly Mr John
Kirk It is thought convenient by this house to deferr it till the
next Sessions of Assembly for their further consideration.

Which is referred accordingly.
On Motion made that the power of the Justices for the
recovery of Small debts may be advanced to 500ll tobacco,
The Question was put whether it shall be 500ll of tobacco or
Stand as it is.

Carried by the Majority of Votes that it be 500ll.

Then the Question was put whether it shall be 500ll tobacco
or 600ll tobacco

Carried by the Majority of Votes that it be but 500ll.
Thereupon ordered that the Committee of laws prepare a

Supplementary bill to the Act for the Speedy recovery of
small debts with a proviso that the County Courts shall hold
plea of all Accounts of trespass Actions of the Case for torts
Actions of detinue and replevin be the damages therein how
small soever And that the Justices have power of granting
power of Supersedeas and that Small debts be discharged
According to the Act for encourageing of Tillage And ordered
Mr George Dashiel be added to that Comittee for that Oc-
casion.
