Kent Marshes and Patuxent River at Queen Ann Town
wherefore this house think it most reasonable that the par-
ticular Counties concerned should bear the Charges of make-
ing & maintaining their own roads and bridges and are like-
wise of opinion that the law as it now Stands if duly put in
execution needs no Amendment. Carried in the Affirmative
by the Majority of Votes.
As to the other part of his Excellencys Speech relating to
taxables, Resolved a Supplement be added to the act for Ap-
pointment of Constables whereby the Constable shall be under
a penalty of 500ll Tobacco for neglecting to do his duty and
every person refusing to tell the number of his Taxables or
keeping any back shall be under a penalty of 500ll tobacco for
Each Taxable and that all Taxable persons Comeing in or
that are in the Country by the first of June and not after for
that year shall be deemed to be taxables.
That all warrants Issued by Justices of peace for the recov-
ery of Small debts be directed to the Constables of the hundred
except in case of inability or Absence of the Constable of the
hundred unless any friend will Serve the warrant for the
Party gratis.
That the Sherriff be Obliged to return to the Publick a true
Copy of the List of Taxables under his own hand under the
penalty of one thousand pounds of Tobacco And ordered the
Committee of Laws prepare the bill.
Ordered that James Stoddert Esqr John Beale Esqr Mr
James Lloyd, Mr Lee, and Capt ffrisby Joyn the members of
the Upper House Appointed to draw up the Addresses men-

tioned in his Excellencys Speech and the answer & Ordered
The following Message be prepared viz:

By the Lower House of Assembly
May the 27th 1719.
This house has appointed James Stoddert and John Beale
Esqrs Mr Phillip Lee and Mr James Lloyd and Capt ffrisby to
Joyn the members appointed by your house for the drawing up
the Addresses, who are ready to Attend
Signed -p order M: Jenifer Cl: Lo: Ho:

And Sent to the Upper House by the Gentlemen Appointed.
They return and say they delivered it.

The house adjourns till one a Clock.

Post Meridiem.
The house meet according to Adjournment
