An act for Encouragement of tillage and relief of poor
Debtors Will Expire unless reviv'd this Sessions.

Bill for the better [supporting] the Magistrates in the
Administration of Justice was read the first and Second times
by especiall order and will pass by Majority of Voices
And sent to the upper house by Collo Mackall and Majr
Woollford
They return and say they delivered it.
Bill for disabling Thomas Macnemara Esqr to practice the
Law in this Province was read the first time. The Question
being put whether it shall be read again by especiall order or
referred till to morrow Carried in the affirmative. The

Question being put whether the same shall pass or not, Carried
in the Affirmative by the Majority of votes Thereupon this
bill will pass
Sent to the Upper House by John Rousby Esqr and Colo
Mackall. They return and say they delivered it.
Esqr Lloyd and Colo Tilghman from the Upper House
delivers Mr Speaker the following Message, viz:

By the Upper House of Assembly
May 26th 1719.

Gent. In answer to your Message by Colo John Mackall
and three others this house has appointed Philemon Lloyd Esqr
and Col Richd Tilghman to Joyn Some of the members of your
house and desire they will meet as a Committee in the Con-
ference Chamber in the new building to morrow morning eight
of the Clock on that occasion.

The house adjourns till to morrow morning eight a Clock.

Wednesday May 27th 1719
The house meet according to Adjournment.
Yesterdays proceedings are read.
On reading that part of his Excellencys Speech relating to
high roads the Question was put whether the following answer
thereto shall be made or not viz: This house on debating that
part of his Excellencys Speech relating to the publick roads
finds that there are Severall Countys that at their own publick
Charge have made and built and do now maintain as great
Bridges and Causways as those that would be made over
