Mr Roger Woolford & Col James Philips with an Engrost

Bill Reviving an Act for the Encouragement of Tillage &
Relief of Poor Debtors. Assented to by the Lower House.
And Being Read is Assented to by this & Col Ward sent to Ac-
quaint the Lower House thereof.
An Act Reviving An Act for Ordering & Regulating the
Militia is Read & Assented to by this house and Col. Ward
sent to Acquaint the Lower House thereof.
Mr Lee & 15 Others with the following Message

By the Lower House of Assembly

June the Ist 1719
May It Please yor Honrs
In answer to your Message by Esqr Brooke & 5 Other Mem-
bers of your House we are Sorry that his Excy has not
Instructions to Enable him to concurr with us in the Regu-
lation of officers Fees According to the Bill Prepared by us
for that Purpose we finding that the Officers Fees as setled

by the late Act are so Great an Oppression to the Inhabitants
of this pvince that we rather Incline to be without a Law for
that Purpose till the Arrivall of the Lord Propry than any
Longer to Groan under such hardships Therefore referr it to
Your Honrs Consideration to Concurr with us in the Bring-
ing in the Bill by us Proposed
