A bill Reviving An Act for Ordering and Regulating the
Militia &c.
A Supplementary bill to the Act for Causing Grand and
petit Jurors & Wittnesses to Come to the Provl & County
Courts & Ascertaining their Allowances.
All Read and Assented to by that House

On Reading the Engrost bill for Causing Grand & Petit
Jurors to Attend &c.
His Excellency Recommends to this House that the bill
Engrost Relateing to Jurors does not Answer the End he
Designed at the first laying it before them. For first It does
not appear to his Excellency that there is a sufficient Penalty
on the Sheriffs for the due Return of Jurors Especially to the
Provinciall Court
2d That the Law makes no Provision for Punishing such
as Attempt to Corrupt Jurys or Tamper with them
3d That too many psons are Excepted by the Law from
being Jurymen
And Desires this House will lay it before the Lower House
(His Excellency being Sick at the Time of the passing the bill
in this House).
Thereupon the following Message is Prepared Viz.

By the uper House of Assembly
May 30th 1719
Gent. His Excellency being Indisposed at the time that the
Supplementary Bill to the Act for Causing Grand and Petit

Jurors & Witnesses to come to the Provinciall and County
Courts And Ascertaining their Allowances was Passed by
this house And not seeing it till Engrossed Recommended it
to our ffurther Consideration, The bill as it now is, not An-
swering his Designe in first Proposing the Amendment of
it for the following Reasons:
First it Appears that there is not a sufficient Penalty on the
Sherriffs for the due Return of Juries Especially to the
Provinciall Court.
2d That there is no Provision for Punishing such as shall
Attempt to Corrupt Juries or Tamper wth them
3d Too many psons are Excepted by the Law from being
Jurymen
We Concurring with his Excellencys Opinion in the Amend-
ments, Referr it to the Consideration of your House.
