Capt James Harris and three others bring up a Bill for
Limitation of Actions and for Ascertaining the manner of
Takeing the Evidences of Seafareing men, Passed by that
House
Capt James Frisby & Peter Taylor from the Lower House
with the Account of Naval Officers Fees &c. Charged by Mr
Macnemara Naval Officer of Petuxent against David Pulsifer
with the follo Endorsmt Viz.

May 3d 1718

May It Please your Honrs
If the facts set forth in the Complts are True we Concurr
with your Honrs in Opinion that Tis a great oppression and
Discouragemt to Trade, And as to the Over Charge of fifteen

shill. & eight Pence Currency we are of Opinion that the
Compts may be Relieved by prosecuteing on the Act of Assem-
bly that Limitts the Navall Officers fees.

Ordered that Mr Adam Bell be Imediately Sent for by a
Special Messenger to Answer the Complaint afd he having
been Ordered to Attend, and is Departed out of Town.
Warrant Accordingly Issued Imediately.

May it Please Your Honours
We have taken into Consideration Your Message of
Wednesday By Esqr Brooke & Esqr Hall in relation to the
Deduction of Eight p Cent on the Eighteen Pence p hhd And
on perusall of our Journall of May Assembly 1717 We find
by a Message to Your Honrs of the Eighth of June that we
made a Clear State of that Case to which we shall only add
that as that mony was raised Conditionally for his Lpps use, if
he was pleased to Accept thereof and if not for Defraying the
Publick Charge so on his Lordships pleasure of Acceptance

being signifyed we wholly Resigned our Interest therein for
his Lordships use without any Claim of Deduction thereout
but must Confess if on his Lordships refusall to Accept it
the mony had been applyed to the use of the publick, the Navall
Officers would have had a right by Law to Deduct their Sal-
