Carroll to Explain himself, Mr Carroll then sayd half the
Fees of the Scales was his Right, And that unless his Ex-
cellency wou'd give him half the Fees, he wou'd not Suffer any
Patents to Come forth from him, And as very few Patents
have Passed since that Time, His Excellency takes it to be a
very great wrong to the Lord Baltemore's Office And Injur-
ious to the psons who had a Right to those Patents And had
Paid a Consideration for them, and Prejudiciall to the Keeper
of the Great Scale And the Secretary in this Province. All
which his Excellcy thinks his Duty to lay before this Honrble
House for their Consideration upon it.
The Question is put whether it is an Aggrievance or not.
Resolved In the Affirmative. And Prayed by this house
that his Excy will lay before them what he thinks Proper on
this Occasion that it may be Represented to the Lower House
as an Aggrievance
